
The UN System:Working with the United Nations in the FieldWe have worked with a range of UN operational agencies, including extensive work with the UN Development Programme. While early work was largely reviewing the UN system’s activities, we have lately been engaged to provide better programming for UNDP resources. This is part of the UN system’s efforts at modernizing its work and becoming a more active participant in the context of more coordinated donor planning and funding. Here Scanteam is providing a more comprehensive sector-wide approach to the programming than UNDP normally undertakes. This is contributing to UNDP’s capacity development support becoming more integrated into these larger donor programmes. Clients:

Improving UNDAF MonitoringIn one of the African countries transiting from conflict to more stable development, the UN system's Development Assistance Framework (UNDAF) needed to be revised. The UN agencies were in particular concerned that the Results Matrix be updated and made more realistic. In dialogue with UN agency staff, Scanteam suggested a simplification of the matrix, from 20 Country Programme (CP) Outcomes to 15, from 192 Outputs to 75. More important, the matrix was restructured to ensure clear links between Outputs, CP Outcomes and the three UNDAF Objectives. All Outputs were formulated to make monitoring possible. As a rule of thumb only 3-5 indicators for each CP Outcome were defined to generate a more manageable monitoring matrix. For those indicators missing a baseline, proposals were made for how this could be generated within a reasonable time and expenditure limit. A short report outlined the process and the changes so that the preparations for the next UNDAF could build on the lessons learned from this review.a |
