September:

  • Scanteam was awarded the Sida assignment as Team Leader for the Mid-Term Review of the Regional Human Rights Programme of the Ombudsman Institution in Colombia, through the Swedish consulting company Indevelop. The assignment will be done together with our local partner in Colombia with field work taking place late September and beginning of October 2011.

 

August:

  • Norwegian Humanitarian assistance to Iraq
    Scanteam conducted a review of Norwegian Humanitarian assistance to Iraq between 1998 and 2010, channeled through Norwegian Church Aid. The report look at the results of NCA programmes, in the areas of emergency assistance, water and sanitation, housing, youth, gender rights and civil society development. [report]

 

July:

  • Baseline Study on Bilateral Relations
    The Financial Mechanism Office awarded Scanteam the contract to prepare a baseline study for one of the two major objectives of the EEA/Norway Grants EUR 1.8 billion 2009-2014 program, namely “Strengthened Bilateral Relations”. The task is to identify operational indicators as well as prepare the baseline itself.

 

  • Scanteam to evaluate “Oil for Development” program.
    Scanteam was awarded the contract Norad to evaluate Norway’s “Oil for Development” program. Particular attention will be paid to the strengthening of overall resource management frameworks, assessing the quality of the Norwegian partner inputs in the program based on field work in seven countries. The final report is to be handed in May 2012.

 

  • Scanteam has launched the final evaluation of the relevance and effectiveness of the Extractive Industries' Transparency Initiative (EITI) at present implemented in 36 countries and reaching out to even more. During the short period since EITI became operational in 2006-07, EITI has seen an impressive growth in the number of countries that have joined the compact, and in the high-level endorsement that it has received for its Principles and the Standard for transparent revenue management in the extractive industry sector. However the evaluation reveals that EITI need to adjust the strategies to become more effective. [report]

 

 

June:

  • Assisting Norad’s Results Report

    Norad’s Results Report 2011 will focus on Norwegian aid in conflict and fragile situations. Scanteam has been contracted to provide case studies, based on the widespread experience and reviews we have carried out over the last several years. 
  • Scanteam wins tender to review the Humanitarian Disarmament Framework Agreement between Norwegian People's Aid and the Ministry of Foreign Affairs. The review will assess the effectiveness of the three year framework agreement model for delivering disarmament assistance and advocacy. 
     
  • Scanteam has won a Norad contract to review two rural development programmes, implemented by FAO and the Swedish Cooperative Centre at the southern end of Lake Malaw. The strategic goals of the programmes are to reduce poverty and improve livelihoods and by transforming subsistence and emergent smallholders in agriculture and fisheries into business oriented enterprises.

    Key components of the programmes are sustainable use of the environment, improved water management for irrigation and building local capacities of farming and cooperative organizations.

May:

  • Cash Transfer Study Published
    Scanteam completed a desk study on the use of Cash Transfer modalities in Humanitarian and Recovery situations. The study was commissioned by Norad and the Humanitarian Section of the Norwegian MFA, and was written in collaboration with the Overseas Development Institute. April:

  • DemDev Evaluation Presented
    Scanteam presented the evaluation on Norway’s funding of democratic development (DemDev) through the UN to a meeting in Norad’s auditorium on 31 March. The report and the attached six country studies, literature review and funding mapping was presented to an audience of about 60 from Norad, the MFA, UNDP/New York and the UNDP Governance Centre in Oslo as well as from other interested organizations. The recommendations focused on how Norway and the UN could deliver better results especially in fragile situations. March:

  • Scanteam was engaged by Norges Vel (Norwegian Society for Development) to evaluate their project "Seaweed production in Madagascar", which was carried out from 2004-2009. The project introduced seaweed cultivation as a sustainable source of income for populations in Northern Madagascar.

February:

  • Scanteam was commissioned by Norad to draft a Mapping Study on the use of Cash Transfers in Humanitarian and Recovery situations. The study will inform Norwegian policy and practice. Scanteam is collaborating with the Overseas Development Institute (ODI).

  • Biodiversity Evaluation in India: Scanteam will lead an evaluation of two projects on institutional cooperation for biological diversity in India: Conservation of Biological Diversity and Sustainable Use of Natural Resources (Noragric and ATREE, India) and Wildlife Human Interactions from Conflict to Coexistence in Sustainable Landscapes (Norwegian Institute for Nature Research and Indian Institute of Science). Scanteam won the assignment through a competitive international tender. 

  •  Three Energy Sector Reviews in Bhutan: Scanteam won a tender for the review of two Norwegian assistance programmes in the Energy sSector of Bhutan: “Institutional Strengthening of Energy Sector Institutions” and “Support to the Accelerated Hydropower Development Programme”. In addition, Scanteam is reviewing the programme of assistance by the Norwegian Geotechnical Institute to the Bhutanese Department of Geology and Mines on  “Management of Risks caused by Natural Hazards for New Infrastructure Development”. The task was led by Scanteam and was carried out by a team of two specialists through desk study and a field visit for stakeholder interviews.

 January 2011:

  • Nepal Capacity Development Assessment: Scanteam was contracted by Norad to appraise proposed Capacity Development cooperation between the Department of Electricity Development of Nepal and Norway’s Water and Energy Directorate. Recommendations focused on strengthening the programme’s objectives, design and results matrix.
