
Infrastructure, Energy and Environment:Focus on Sustainable GrowthThe international community is again realisaing the importance of investing in physical infrastructure for long-term and sustainable economic growth and development. Funding for transportation, energy production, transmission and distribution, water and sanitation systems in rural and urban areas is rapidly increasing.
Good planning and implementation of investments and subsequent operations and maintenance is critical. We have for many years worked with infrastructure projects and programmes, and now have partnerships with some of Norway's leading consulting firms in these fields.
Environmental concerns are closely related to the sustainability of infrastructure and energy activities. We have experience in the areas of bio-diversity, natural resources management, pollution control, Cleaner Production, and environmental management systems, including certification for ISO 14 000 standards. |
Energy Sector EvaluationScanteam carried out an evaluation of Norway's NOK 10 billion to the energy sector over the last 20 years, focussing on infrastructure and capacity development (CD) projects in Nepal and Mozambique. The evaluation used a rigorous results-chain model and benchmarking methodology to rank each project along DAC's five standard evaluation criteria of Efficiency, Effectiveness, Impact, Relevance and Sustainability.
The study looked at the results on national development, poverty reduction, gender, the environment, and regional aspects. It assessed the factors for success, the role of Norwegian stakeholders, lessons learned and challenges for the future in view of Norway's commitment to double its power sector funding.
The key finding was the importance of long-term and broad-based support to the sector. The substantial results achieved in both countries came from the synergies over time between infrastructure and CD support, while better monitoring systems need to be developed and used for management decisions [read report]. |
