Central Africa Demobilization Study: The End-of-Program evaluation of the World Bank-administered Multi-country Demobilization and Reintegration Program (MDRP)
was handed to the Bank for distribution to all relevant parties. The report, in English and French, assessed the results in
the seven countries, looked at the complex partnership model used, the funding and governance, the importance of the regional
approach, lessons from national ownership, and capacity building, before making recommendations for the future. [Read report]
CEPREDENAC study finished: A review of Norway’s support to the Central American collaboration on natural disaster prevention (CEPREDENAC) looked at
the historical achievements, the regional approach, and the results of the most important activities, before making recommendations.

Selected for World Bank evaluation Scanteam was selected to participate on the World Bank’s Country Programme Evaluation of its operations in Timor Leste from 2000 to 2010. The evaluation is conducted by the Bank’s Independent Evaluation Group. It covers the full scope of Bank programmes in Timor-Leste, including its mangement of trust
funds.
Assessment of Zambia budget on poverty Scanteam has been contracted to carry out a fiduciary risk assessment of poverty reducing budget support in Zambia. This task is to
be carried out on behalf of a donor group consisting of Finland, the Netherlands, Norway, Sweden and the UK (DFID). A key
task will be to identify the potential risks to this budget support, and see if monitoring of budget performance can be improved.
March:
Vegard Bye Joins Scanteam Scanteam welcomes Vegard Bye as a new Partner. Vegard has nearly 35 years of experience with North-South issues, in Latin America and parts of Africa
and Asia. During his career, he has worked as a UN Representative, with NORAD and as a journalist and author, an academic
and an NGO-linked consultant. Between 2004 and 2008, Vegard was the UN Human Rights Representative in Angola and later served
served as the first Representative in the same position in Bolivia. Since then, he has returned to consulting, with expertise
in democratic transition and consolidation in fragile states, human rights, institutional development, corporate social responsibility,
media and information access, and with civil society.
February:
Scanteam to review CEPREDENAC Scanteam won the public tender to review projects for natural disaster mitigation in Central America that are managed by the regional
natural disaster coordination unit CEPREDENAC. Norway has supported it for nearly 20 years, and Scanteam – with five partners
who can work in Spanish – also did the 2001 CEPREDENAC review.
Elina Manjieva joins Scanteam as an Associate. Elina has a background in development economics, gender and public health.
January:
Multi-donor Funding Mechanism as a Policy Instrument in Fragile and Conflict States Scanteam was asked by the World Bank for a Study of WB experience and performance in managing MDTFs established to support and facilitate
engagement in Fragile and Conflict States (FCS), focusing on whether, why and how the international community and the World
Bank can use and improve Multi-donor Trust Funds (MDTFs) for both reconstruction and development in FCS. This study will buttress
discussions with IDA 16 donors on the World Bank’s engagement in FCS.
Energy baseline study in Mozambique Scanteam won a competitive tender with the Norwegian Ministry of Foreign Affairs to carry out a baseline study for rural electrification
in the Mozambican province of Cabo Delgado. The study will establish a baseline for rural energy related conditions, to support
design and later evaluation of the electrification project. Scanteam will collaborate with EconPolicy Research Group of Mozambique.
December:
Evaluation of Democratic Development through UN Scanteam, in collaboration with Overseas Development Institute of the UK, Stockholm Policy Group of Sweden and Nord/Sør konsulentene,were
awarded the contract to evaluate Norway's support to democratic development through the UN. The task will involve field work
in five countries, and the final report is to be handed in January 2011.
Democracy in South America Scanteam completed an Appraisal of the IDEA program “Toward a Citizen-based Democracy in Andean Countries” for Norad and Norwegian
MFA. The task included an assessment of four evaluation reports of program results in Bolivia, Peru, Ecuador and Colombia,
and an appraisal of IDEA’s new planning document 2010-2013.
November:
Peacebuilding in Haiti The Canadian consultancy Le Groupe-conseil baastel sprl with Scanteam as a partner, won the tender from the Norad Evaluation Department to evaluate ten years of Norwegian assistance to Haiti. The team tested the draft OECD DAC guidance on Evaluation of Conflict Prevention and Peace Building and reported back to
Norad on the applicability of the guidance. [read report]
NRC Youth Education Programme in Liberia The Norwegian Refugee Council has implemented a youth education programme in Liberia since 2005,providing war-affected youth
with basic literacy -, life skills - and vocational training to support their reintegration into the communities. Scanteam was commissioned to evaluate the post graduate situation of the youth. [read report]
October:
Iraqi Poverty Reduction Strategy Scanteam is providing facilitation services to the World Bank and the Government of Iraqi, to develop the Iraqi Poverty Reduction
Strategy. Since January 2009, Scanteam has provided support to the High Committee through two to three days workshops, using the Logical Framework Approach. Focus
has been on defining the goals of the PRS, as well as policy and strategy for implementation.
Evaluation of Rural Development in Nepal Scanteam provided the team leader for the end evaluation of a major local governance and village development project in Nepal. The
task was carried out by a team of three consultants and included data gathering in remote villages. Social mobilisation and
improving access to resources for village groups are the main approaches of the Ministry of Local Government, which is assisted
by UNDP and Norway. [read report].
Hydropower in Mozambique Sida commissioned Scanteam to assess the financial viability of rehabilitating two hydropower schemes in Mozambique. The
project business plan and the national utility’s overall business plan were scrutinized, and changes in risk assumptions were
suggested [read report].
Statistics Bureau in Palestine The existing results framework for Palestine’s Statistics Bureau was reviewed and suggestions for better results framework,
monitoring and reporting procedures were made. A participatory process led to an improved Results and Reporting Framework
as a step towards implementing Result Based Management [read report].
September:
Scanteam lead research for the Norwegian Refugee Council study Research to Improve the Effectiveness of INGO Activities and Future
Humanitarian Coordination in Iraq. The report assessed current and future humanitarian needs in Iraq, the role of Iraq NGOs and offered guidance to international
organizations on future assistance, and establishing field operations inside Iraq. It was funding by the Norwegian MFA, and
done in collaboration with UNOCHA/Iraq. This was the fifth contract that Scanteam has done in Iraq since 2007, usually in
collaboration with a network of university-based Iraqi Academics. [read report]
The Government of Ecuador will establish the Yasnui-ITT Trust Fund in 2010. The fund is an innovative carbon abatement scheme, avoiding emissions while promoting renewable energy. The Government agrees
to not exploit petroleum reserves in the sensitive Amazon basin. In exchange, Ecuador will sell Guarantee Certificates to
international donors. Funds will be re-invested into developing renewable energy. Scanteam contributed knowledge on trust fund governance and operating structures, on contract with UNDP Ecuador.
August:
Norway's assistance to the Western Balkans In competition with three Norwegian and six European firms, Scanteam was awarded the contract to evaluate Norway’s assistance to the Western Balkans during the period 1991-2008. Norway provided
about USD 1.5 billion during the period, 20% of which went through Norwegian NGOs. The evaluation will focus on the results
in Bosnia, Kosovo and Serbia, with the draft report expected early next year.
Scanteam won the public tender to carry out the mid-term review of Norwegian People’s Aid (NPA) assistance to Angola and its civil
society development. The review will look at the three-year program 2008-2010 with a budget of nearly NOK 50 million.
July:
Professor Johan Galtung presented a three-hour workshop for Scanteam Partners. Participants also came from Norad, the UNDP, Oslo-based NGOs and students.
Prof. Galtung reviewed principles for negotiation/facilitation, and offered his analysis of current conflicts, their structural
causes and options for resolution.
Anton Baare, a senior Dutch consultant who has been involved in a number of peace processes, held a workshop for the governance group
of Scanteam Partners. Baare presented lessons learned and approaches/methodologies, from Central Africa and the Aceh province
of Indonesia.
Florence Mandelik joined Scanteam as Office Manager. Florence will manage Scanteam’s acquisitions and marketing activities, contracts with
the Financial Mechanism Office and coordinate tenders.
June:
Scanteam Senior Partner David Gairdner served as the Team Leader for a review of the WFP’s portfolio in Malawi, 2000 to 2008. The review covered all WFP programmes
in Malawi, implemented during a period when Malawi suffered from severe food insecurity (2000- 2006) and then recovery.

FMO Framework Agreement: Scanteam, in collaboration with two Norwegian consulting firms and partners in ten Central European countries, won a renewed
Monitoring Agent framework agreement with the FMO for the period 2009-2011.
Aceh Rebuilding Fund: Scanteam had been contracted to review the USD 700 million multi-donor fund for Aceh. The final report was presented to
the national authorities, donors and other partners in Jakarta early June [read report.
Makerere University is benefiting from a NOK 60 million support from Norway. Scanteam was selected to lead a mid-term review team that includes
staff from Norad and a local consultant.
