Bilateral Donor Agencies:Reviewing Grants FundingScanteam has carried out a large number of tasks for Norway’s development cooperation agency (Norad). But we have also worked for the other Nordic agencies – Danida, Finnida and Sida – as well as Norway’s Ministries of Development Cooperation and of Foreign Affairs. Many tasks have been project reviews or evaluations, but also assessments of the programming of new funds, policy studies on aid coordination, and the impact of donor harmonisation in terms of “results on the ground”. More and more, we have been contracted to do work for donor consortia, such as carrying out public finance management assessments for the donors providing budget support in an African country, or looking at aid coordination arrangements in the energy sector in Asian and African countries. Monitoring Project PerformanceNorway provides EUR 225 million to 15 new EU member states. Scanteam has won two framework agreements, to act as Appraisal Agent ad as Monitoring Agent. As part of these agreements, Scanteam has established partnerships in Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. These partnerships throughout Central Europe give Scanteam a unique ability to provide analyses and advisory services also to other actors who requests such services in this rapidly developing part of Europe. |
